"Charging (Noynoy) Aquino for that is silly." President Duterte said in an interview with some reporters in Malacanang, noting that the charges to be filed against his predecessor were bound to fail. He was referring to the 35-page resolution by Ombudsman Morales, ordering the filing of criminal charges against Noynoy Aquino.
Based on the indictment, Aquino should be charged for usurpation of authority and graft after he allowed then suspended Philippine National Police (PNP) Director General Alan Purisima and SAF Director Getulio Napeñas Jr. to carry out the Mamasapano operation. Both Purisima and Napeñas were also indicted for graft for the same incident.
"You can't say usurpation of authority...He can call on anybody to help him fight a criminal operation there. He was not using the administrative talent in appointments, signing, he was just asking for the advice from the professional police. I do not see anything wrong there...The charges are there to ensure its failure." The tough-talking president added.
"Nothing was signed, nothing was agreed by Purisima except that he was helping the President implement the law. Whoever he gives instructions to, you have no right to interfere because he has the trust [of the President]....He (Purisima) was just being consulted so the charge against Aquino will fail," President Duterte said further.
In his speech during the oath-taking of new appointees earlier that day, President Duterte challenged Morales to mention a law stating that threatening criminals is illegal. He was referring to the interview with Japanese television network NHK, where the latter said that his threat to criminals is unacceptable. Morales, an Aquino appointee, will end her term in 2018.
