CHR to Investigate Police Report of Suicide of Rape-Slay Suspect of 8 Year Old Girl

Hilario "Larry" Herrera, the suspect in the kidnapping and rape-slay of an eight-year-old girl has committed suicide inside the Philippine National Police's (PNP) national headquarters in Camp Crame, Quezon City on Tuesday night, July 25, police said. However, the CHR (Commission on Human Rights) is set to conduct its own investigation.



According to PNP-Anti-Kidnapping Group chief Senior Supt Glenn Dumlao, Senior Police Officer 1 (SPO1) Chaluyen and Police Officer 3 (PO3) Parafina were escorting Hilario Herrera to their office when the latter grabbed the gun of one of them and shot himself in the head. He was rushed to the PNP General Hospital, but was pronounced dead on arrival.

Herrera, 50, was arrested last Tuesday, July 26 for the rape and murder of an eight-year-old girl in Jaen, Nueva Ecija on July 19. The lifeless body of the victim was found in a cemetery, and had signs of strangulation. She was then wearing a school uniform, and her schoolbag was found in the scene of the crime, along with a condom used by the suspect.

Based on police records, Hilario Herrera spent 14 years in Iwahig Penal Colony for qualified theft, from October 2006 to March 27, 2014, and was released via parole. He was recently hired as carpenter by the family of the victim. Police said that he was already admitted to the crime, saying that he fetched the young girl from the school that day, then raped and killed her.

Meanwhile, Dumlao said that Herrera might be mentally imbalanced that cause him to commit suicide. Nevertheless, he noted that the two policemen who escorted him when he shot himself have already submitted themselves for paraffin test. He also emphasized that IAS (Internal Affairs Service) will come in if there will be some irregularities found.



On the other hand, the CHR is also preparing to conduct a separate investigation on the incident. "As mandated by law, it is our responsibility to make sure that there was no abuse of power, and that there was no violation of human rights, even for crime suspects." CHR-Central Luzon region director Novelita Vicencio told reporters, Wednesday.
