Mar Roxas, Franklin Drilon Top Drug Lord Protectors in Visayas, Drug Lord’s Sworn Affidavit Says

Former DILG (Department of the Interior and Local Government) Secretary Mar Roxas and Senate Minority Floor Leader Franklin Drilon are the top drug lord protectors in the Visayan region. This is according to a sworn affidavit of suspected drug lord Ricky Suarez Serenio, who was arrested last January 8 at his hideout in Talisay City, Negros Occidental.



“That in this affidavit I will identify the personalities involved and narate the facts and circumstances surrounding the drug trade propagated by the so-called narcopoliticians in the Visayan region. I am referring to the druglords being protected by none other than Mar Roxas and Franklin Drilon, who had the plan of controlling the illegal drug business in the Western Visayas-Panay/Negros,” Serenio wrote on his sworn affidavit, dated October 18, 2017.

“That Mar Roxas and Franklin Drilon are the political patrons of Iloilo Mayor Jed Patrick Mabilog who is closely connected to the two as shown in the political inclination of the city which is a “pro-yellow” during the elections in 2016. However, there is a deeper reason to that affiliation. Mayor Mabilog is the indefatigable protector/strong supporter of the former druglord Melvin Odicta, Sr. who formed his famous conjugal illegal drug operations with his wife Merriam Odicta, operating centrally in Iloilo City making it the most “shabulized” City in the country,” Serenio added.

“That while they consider me as a useful and a potential go-to person, this Roxas-Drilon drug scheme in partnership with Melvin Odicta was designed to take over the drug trade in Negros by kicking out Berya Tolentino and Camaria from their dominance as local drug suppliers. Being in power with close association to the PNP, it was easy for the Roxas-Drilon tandem to paralyze, and eventually overthrow the Berya-Camaria drug operations and wipe out these groups from operating in the Negros Island, the main objective of which is to turn over the drug operations in Negros to Odicta. Indeed, the Negros market is bigger than in Panay or Iloilo as confirmed in the declarations of Pres. Duterte that the NIR is No. 3 as most drug affected in the country,” he said further.

Serenio, 34, from Bacolod City, is considered by the Police Regional Office (PRO-18) as a Level 3 drug lord who operates mostly in Negros Occidental. Bacolod City Judge Eduardo Sayson issued an arrest warrant against him grave coercion, after he took his partner Hannah Javelosa as hostage. But later, he admitted being involved in illegal drug trade.



Serenio said that he paid 16 commissioned PNP officers and 40 non-commissioned PNP officers to protect his illegal trade, but did not mention any amount. Following his revelation, PRO-18 Police Director Chief Superintendent Renato Gumban said he will immediately ask the government to place him under the Witness Protection Program (WPP).
