According to DepEd, the November 2017 Alternative Learning System (ALS) Accreditation and Equivalency (A&E) Test had a lower passing rate as compared to the previous ones, from 38% to 16.5% for elementary and 57% to 15.6% for Junior High School. As a measure, the passing grade was changed from 75 percent to 60 percent.

“The language used in test questions for Math and Science were changed from Filipino in the previous tests to English in the current test. The negative impact of this was very pronounced in the elementary level examination.” DepEd Secretary Leonor Briones said in a statement last Thursday, March 1, posted at the DepEd’s official website.
“The time gap between the time of completion of ALS interventions and the current test was prolonged because of a number of postponements in test administration. There was a change in the technical reference of, as well as significant increase in, the passing score for the test.” She added, explaining why the passing grade was changed.
Briones noted that those who failed the November 2017 ALS exams shall be allowed to take the next ALS exams on March 4 and 11, 2018, as long as they have accomplished the required registration documents at the site immediately before to taking the exam. However, she emphasized that the new passing grade is only applicable to the said tests.
Meanwhile, Sen. Poe said that the rise of Tagalog-dubbed Hollywood films being shown on TV could also be a factor of the low passing rate of the ALS examinees. And while the senator said she agree that the sudden change could also be a factor, students who did not undergo formal education can also learn English by watching Hollywood movies.
“Naiintindihan ko na ang Tagalog ay ang official language nating mga Pilipino, at alam ko na mas maaintindihan ng mga kababayan nating hindi masyado nakapag-aral ang mga pelikulang English kung ito at ida-dub sa ating sariling wika. Pero mas madali tayo makakapag English kung maririnig natin ito kesa sa binabasa lang, tama?” Poe told reporters, Monday.
(I understand that Tagalog is the official language of us Filipinos, and I know that people who did not attend formal education can understand Hollywood movies better if they are dubbed in our own language. But then, we can learn English easier if we hear it instead of just reading, right?)
Sen Poe added that as a former chairperson of the Movie and Television Review and Classification Board (MTRCB), she said she does not need to file a bill to ban Tagalog-dubbed Hollywood movies. The neophyte senator noted that she will just send a letter request to the major TV networks, which she said she plans to do within this week.
