Also known as Republic Act 10912, the CPD law requires all professionals to undergo trainings and seminars to earn units before they can renew their PRC license, starting July 7, 2017. The purpose is to strengthen government efforts towards CPD, and to encourage Filipino professionals to continuously learn and broaden their knowledge.
But after more than a year of implementation, the PRC has been receiving tons of complaints from professionals, as well as an online petition to re-evaluate the CPD Act. Based on the complaints, most of the required seminars are very expensive especially for low-earner professionals, casual or contractual employees, and unemployed.
In addition, most professionals from far provinces need to take a leave from their jobs just to attend those seminars, because they are only available in major cities. Another burden to professionals is that the PRC does not recognize in-house training being offered by government agencies such as the Department of Education (DepEd).

Amid complaints, a Senate hearing was conducted to hear the issues concerning the CPD law last August 2017. Trillanes, who heads the Senate Committee on Civil Service, Government Reorganization and Professional Regulation, then said that he is willing to review the guidelines and discuss the problems with the PRC.
But because the number of complaints have increased dramatically and hundreds of professionals were not able to renew their PRC license, another Senate hearing was held on Wednesday. This time, Sen. Trillanes finally decided to end their sufferings by proposing the removal of the CPD law. Nevertheless, he emphasized that nobody is to be blamed.
“Una sa lahat, I apologize to the professionals na nahirapan or worst, hindi nakapagpa-renew ng lisensya nila. Walang may kasalanan dito, nagkataon lang na may external factors na hindi natin kontrolado, lalo na ng PRC. Ganun pa man, mag-iisip uli ako ng ibang paraan para maingat pa ang kanilang kaalaman.” Trillanes told reporters after the Senate hearing.

ReplyDeletei understand trillanes' point to keep professionals in tip-top shape considering that we are servicing the public but CPD points are just not accessible to all thus i agree that this should be studied more especially the support that the government can give so each professional can get equal access to increased knowledge. may i suggest that cpd points be used instead to create levels in the profession considering also the existing knowledge gained already by the professional. example:from registered electrical engineer to professional electrical engineer; from level 1 architect to asean architect and/or fellow. in that way, professional fees may differ per level and the public may choose where to get their services - from a cheaper newbie or a more expensive but with more experience higher level professional. Godspeed senators! Please pray that what you decide will help the professionals and the general public. Thank you =)

Deletebakit hindi ka kaya gumawa ng law na lahat ng potential lecturers ang pupunta sa provinces to conduct seminars. cla ang hindi mo irenew ang license kung hindi cla nakapaglecture. Nurse ako, tama lang sahod ikain and bills, kaka-renew ko lang (buti naconsider pa walang units), pero after 3 yrs, paghinanapan ako ng units, d nako magrerenew & magnenegosyo nlang ako. pahirapan na hanap ang hospitals ng nurses ngayon.

ReplyDeleteSana gumawa ka sana ng consultations or attendance to various conventions para you will know the sentiments of proffessionsls. Hindi lahat ng professionsls mayaman or can afford to attend this expensive seminars. Anyway maraming various govt agencies nag ooffer ng minimal fee in order to update for certain new regulation like BIR for the train law.

ReplyDeleteIf the government requires they should be ready to provide. Unfair na iasa sa mga private training institutions ang CPD. LET'S FACE IT EXPERIENCE IS NOT ENOUGH TO BECOME BETTER PROFESSIONALS, LALO NA SA MGA TRADITIONAL FIELDS where diversity and inclusion should be injected.

ReplyDeleteSo ngaun naisip mo na Trillanes.. ilang million ang inubos sau ng gobyerno para ipasa ang batas na yan saka ngaun babawiin mo.. Di mo inisip kapakanan ng mga manggagawa.. kahit professional na masasabi ung sahod ganun pa din.. bukod pa doon di mo naisip na lahat ng seminar/workshop di maafford ng karamihan. Pano nlng ung professionals na hindi naman un ang tinahak nilang career.. pakyu ka

ReplyDeleteGastos lang talaga ang CPD na yan. Kailangan pa magleave sa work just to attend. Understaff na nga sa government hospital na pinagtrabahoan ko, kailangan pa iarrange ang schedule dahil halos lahat napipilitang umattend para lang sa units. Dapat na talaga iabolish na yan. Kawawa nman ang gustong umattend pero walang pangbayad. Pahirap lang yan sa pagrenew ng license.

ReplyDeleteFinally. Ang mahal ng seminars na yan. Eh di naman inisip na yung iba hindi nagpursue sa career nila. Kahit gustuhin naming umattend eh wla naman kaming pambayad. Worse case scenario pag walang paseminar sa lugar namin rh di dadayo pa kami s ibang cities na may paseminar na pagkamahal mahal. I-abolish na yan.

Bawat government agency may training arm and should give them free CPD. Sana ang gawan ng paraan ay maka-attend tayo ng mga seminars na abot kaya. Bigla rin kasing nagtaasan ang registration fees ng mga CPD providers dahil sa law na to.

ReplyDeleteSome topics of the seminar that i atended deviated from what was advertised. . For the sake of earning some units for renewal, participants only signed their attendance then went out to wherever... I understand trillanes's point on keeping the profs up to date but it does not matter if a person does not want to listen or the lecturer just blurts out whatever he wants to talk about
ReplyDeletethis is realy true.. im a registered nurse but not in the line of medical field ryt now. dahil sa hirap ng employment sa nurses napilitan ako mag hanap ng trabaho malayo sa profession ko. at malaking stress po sakin na di ko na magagamit ang license na pinag hirapan ko kc pa expired na ngaun year. i need to look for seminars na pasok sa budget and leave my work for weeks coz im from bicol.. most of the seminars held in manila so its so unfair sa mga may situation na gaya ko. naiintindihan ko namn point ni trillanes kaso muka kc ginawang business ng prc o kung cnu man jan ung mga seminars maka presyo ng wagas!!!!!!

Yes, maganda po mithiin ng CPD Act but sana po bago po ito ipinasa at naaprubahan, tinignan munang MAIGI ang different areas of concerns by doing consultations to different parties kasama na po kami na unang tatamaan nitong batas na ito. As you can see from these comments, ANG DAMING mga dapat ikinunsidera muna...and im sure there are lots more!
Nga pala po, wala po talagang may KASALANAN sa nangyayaring pahirapan ng pagpaparenew ng license pero po naniniwala po ako na dapat may ACCOUNTABLE sa mga kapalpakan n nangyayari ngyon because of the CPD Act. Kase po sa totoo lang, kung meron man pong me numero unong ACCOUNTABLE, it is YOU (together with Senator Cythia Villar and Senator Escudero) kase kayo po ang nagcreate ng batas. Aminin na lang po natin sir accountability natin tapos po we try to think of solutions...yun lang po
Actual professional practice and experience should also be given credits, i.e., i supervised a 5-storey dormitory and two 4-storey school buildings in a year yet i couldn't even earned credits for that - mas matimbang pa ang umupo ka ng isang araw sa isang sleepy convention. Just my two cents.

ReplyDeleteBobo talaga to c trillanes hindi marunong mg isip panu kami ngayon andito ako new zealand saan ako mg attend seminar didto alangan sa IPEN=PICE sa pinas wala nmn sla siminar didyo nahirapan pa kami mgrenew on line. At saka kung uwi kami 6weeks lang pinakamatagal nami uwi pinas yong uwi pa namin hindi pa tugma sa date nang seminar
