Duterte to Fire 120 PRC Employees Over Alleged Corruption on CPD Law Implementation

President Rodrigo Duterte is set to fire more than one hundred alleged corrupt officials and regular employees of the Professional Regulation Commission (PRC). The president’s action came 2 weeks after a certain Doctor Hernando Lintag Bernal Jr. detailed the problems of Filipino professionals in renewing their PRC license.

“The president is so concern about professionals, so his initial action is to fire all those officials and their subordinates who are taking advantage of the CPD (Continued Professional Development) law.” Presidential Spokesperson Harry Roque said Monday, February 19, during a press briefing, when asked if President Duterte already knows the problem.

“In fact, he was given a list of names of those allegedly involved in corruption inside the PRC. I have not seen the list yet, but it contains more or less 120 names, from top officials down to the employees who are directly dealing with outsiders that provide the CPD units needed by professionals before they can renew their license.” He added.

Spox Roque noted that President Duterte made the decision after Tonisito Umali, Undersecretary of the Department of Education (Deped) for Legislative Liaison Office, External Partnerships Service and School Sports, submitted a report directly to the Office of the President last Friday. USec Umali met with Dr. Hernando Bernal last Wednesday.

Under the CPD Law (Republic Act 10912), all professionals must take additional formal and non-formal training to earn CPD units as part of the requirements for the renewal of their PRC license. The controversial law, which was authored by Senator Antonio Trillanes IV, was implemented starting July 1, 2017, except for some professionals.

Since then, professionals from different fields especially those who are unemployed and underemployed complain of unavailability of training centers, as well as the expensive fees. Sen. Trillanes, chairman of the Committee on Civil Service, Government Reorganization and Professional Regulation, then vowed to review its guidelines.



Last Tuesday, February 13, several lawmakers filed House Bill No. 7171 in the House of Representatives to help abolish the “unnecessary” CPD Law. This includes Representatives Antonio Tinio and France Castro of the ACT Teachers Party-List, Kabataan Partylist Rep. Sarah Elago, Bayan Muna, Gabriela and Anak Pawis.

  1. kung totoo ito and not fake news . . . this is very welcome to most professionals . . . . plas investigate BEE and IIEE . . . renewal of IIEE membership has become compulsory requirement of PRC before an electrical engineer could be allowed to renew his PRC license . . .. the membership renewal fee in IIEE is 3x times the fee PRC imposed on license renewal . . . mayroon atang kahating kita sa IIEE fees membership na taga PRC . . .imagine, no IIEE, no PRC . . . . it smells corruption . ..

  5. Those unlicensed engrs/architects who are practicing contracting in construction industry should be the one to attend those expensive SEMINARS so that they could earn certificates!

CPD law is a shit....some topics discussed are very basic..they can be learned from engineering handbooks and regulatory manuals...Practicing Professionals who are already senior citizens will be lectured by someone with a lesser experience in the field of engineering?...Where is justice in this case....

  8. I'm a go with gaining CPD units, because it's for the growth of a professional and the professional's industry. However, sapagkat, datapwat, subalit! The CPD trainings, workshops, seminars and or lectures should be READILY AVAILABLE to EVERYONE who's interested to join. No money needed, if any, minimal, that's relative to what the professional receives. I'm a nurse and one of the trainings I attended to gain CPD units was more than 1/4 of my monthly salary. If legally imposed, not a big number of CPD units to obtain. Gaining CPD units is good, but shouldn't be abused.

  10. pano naman kmi mga ofw, andto kmi sa sa abroad tpos pag uwi namin mag renew ng license wala kmi cpd units, ung cme units namin kailangan pa iconvert at mag bayad pa kmi.

    Secondly, courses should be accessible, have it online.
    Finally, this is beneficial for those na out of practice from their professions for a long time. Useless for those who are practicing their professions.

  13. Dapat PRC ang iabolish..then magtayo na lang ng training school para magkaron ng certification ang engineers or iba professional..wala na dapat examinations tulad sa iba bansa..

  20. CPD as requirement is a burden to all professionals who have spent so many years to earn a degree and a license. What if a professional is unemployed, underemployed,a senior citizen or PWD that do not earn much? This law is a bullshit most of all its author, he should be declared a persona non grata to all professionals, a waste of vote for this kind of lawmaker!!!
