Credit Grabber? House Leader Farinas Slams Hontiveros for Copying His “Araw ng Kasambahay” Bill

Senator Risa Hontiveros recently filed a bill to declare January 18 as “Araw ng Kasambahay,” a non-working holiday for all the house helpers in the Philippines. However, House Majority Floor Leader Rodolfo Fariñas criticized the Liberal Party (LP) ally for copying his earlier bill, which also seeks to declare January 18 as "Araw ng Kasambahay."

“Tingin ko, kulang sa pagre-research ang opisina ni Sen. Hontiveros kaya hindi niya alam na nagpasa na ako ng parehong bill noong wala pa siya sa Senado. O kaya naman, alam na niya na pending bill ako sa House pero gusto niya akong unahan para sa kanya sa credit nito.” Fariñas, a former LP member, told reporters on Wednesday, April 11.

(I think the office of Sen. Hontiveros did not research well, which is why she does not know that I have filed the same bill in the House when she was not in the Senate. Or it could be that she knows it but she wants to be first so she can take the credit.)



According to House Bill No. 6285, which was approved on its third and final reading by 225 congressmen last March 13, it recognizes the role of domestic workers in households across the country by commemorating the enactment of Republic Act No. 10361 (RA 10361) or the Domestic Workers Act in January 18, 2013.

“In the event that January 18 falls on a weekend, the special nonworking holiday shall be observed on the Friday of that week,” the bill said. Other authors of the said bill are Representatives Marlyn Primicias-Agabas (6th district, Pangasinan), Eric Olivarez (first district, Parañaque), and Joseph Stephen Paduano (Partylist, Abang Lingkod Inc.).



Meanwhile, Hontiveros filed Senate Bill 1760 last March 20, a week after the House approved Fariñas’ bill. “SBN 1760 seeks to acknowledge the invaluable work and services of kasambahays. It was a big step by government to recognize domestic workers’ rights and welfare.” She said, proposing January 18 as “Araw ng Kasambahay.”
