Watch: Wasted Noynoy Aquino’s 2012 Pagadian NHA Housing Project for Policemen, Soldiers (Video)

A National Housing Authority's (NHA) housing project in Pagadian City, Zamboanga Del Sur intended for soldiers and policemen started under the administration of Benigno ‘Noynoy’ Aquino III has been a ghost town for almost 5 years. This is because no one wants to move in, as the houses were unfit for human consumption. Watch video below.




In the video expose by Jesrel Himang of Pagadian Express News, you can see that not even single unit at Kagitingan Heights housing project in Barangay Bogo is completed. He explained that the houses were made of substandard materials, and is therefore very unsafe. The space is too small for a family, and there is also no water and electricity.

Last April, Rappler revealed that the construction of Kagitingan Heights started in October 2012 through Administrative Order 9 (AO 9) by then President Noynoy Aquino. Although it was “physically” completed in May 2014, the supposed beneficiaries (including some families of the fallen SAF44) were reluctant to accept because of condition of the units.

A large water tank was said to have has been constructed, but there were no distribution pipes or electric steel posts yet. A September 20, 2016 document from the NHA titled "Aging of Due and Demandable Obligations" shows that Kagitingan Heights has a total cost of P435,832,424. A source from NHA said that the contractors were already paid.



In a statement, NHA General Manager Marcelino Escalada Jr. said that the Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) Housing Boards will submit to NHA the revised final list of "awardees" based on the new scheme. The lot size of each unit will be increased from 40 sqm to 80 sqm and floor area from 22 sqm to 44 sqm.



However, it is being believed that the new scheme is still not attractive to the beneficiaries, simply because the main problem is that the foundation of the construction is too weak. Residents are worried that the August 1976 earthquake in Pagadian could happen again. Therefore, the suggested solution is to demolish the existing ones and build new ones.
