Duterte to Appoint Bato Dela Rosa as BuCor Chief in 2018, After PNP Chief Retires

President Rodrigo Duterte is set to appoint Philippine National Police (PNP) Dir. Gen. Ronald “Bato” dela Rosa as the next chief of the Bureau of Corrections (BuCor), once the latter retires early next year. The president made the confirmation on Tuesday night, December 12, during a Christmas Party with members of the Malacañang Press Corps.



"The most challenging na trabaho sa gobyerno. Sabi niya, 'where everyone failed, I expect you to succeed.' Napakabigat na trabaho niyan. Sige imagine-in niyo na lang ang pinakamahirap na trabaho," Dela Rosa, who is set to retire on January 21, 2018 told reporters on Tuesday. Retired Chief Supt. Valfrie Tabian is the current BuCor chief.

Back in November 2016, President Duterte appointed retired police general Benjamin de los Santos as BuCor chief. However, the latter resigned from his post last July amid reports of continued drug proliferation inside the New Bilibid Prison (NBP), despite the fact that Special Action Force (SAF) personnel have been guarding the prison since July 2016.

Shortly before Delos Santos resigned, Justice Secretary Vitaliano Aguirre II said that some SAF members may have been involved in the "resurgence" of the illegal drug trade inside the NBP. That time, he also ordered the National Bureau of Investigation (NBI) to conduct a thorough investigation on the matter, and to file charges against the culprits.

On the other hand, Justice Undersecretary Antonio Kho, Jr., who supervises the Bureau of Corrections (BuCor), said that drug trade has shifted from the maximum security to the medium security compound, which is not included in the jurisdiction of SAF personnel. Nevertheless, new SAF personnel were assigned to the maximum security compound.



It should be recalled that the House of Representative conducted an inquiry last year on the reports of proliferation of illegal drugs inside NBP. This led to the arrest and imprisonment of Senator Leila de Lima, her former driver-lover Ronnie Dayan, among others. The decision was based on testimonies of high-profile drug lord inmates inside the Bilibid.
